My report on Tennesee is up on the database. Maybe you lot can see a way to get a different result, because I've gone through it a hundred times and I can't. Upshot is, we did what we could and a kid still died.

Doug has put my report up. The only way I can see that would have prevented Josh's death would have resulted in the death of hundreds more.
